Founder & Director
Jerome Dulin is a culture and film advocate from the Ibanag and Apayao ethnic groups in the Northern Philippines. An alumnus from the University of the Philippines Los Baños. He is the Founder and Managing Director of North Luzon Cinema Guild, Inc. since 2015. He is the Program Director for Danum Film Lab (2022), Online Film Lab for Regional Stories (2020-2021), Quarantimes: Short Films from the Regions (2020-2021) and the North Luzon Film Camp (2016-present) – the Film Educational Programs for the Guild.
Recently, he has been awarded and recognized as Creative Pioneer by Moleskine Foundation in Milan, Italy in 2023 for his initiative for the film education programs and advocating storytelling through cinema for change.
He has worked as a film programmer and consultant to different local festivals in Luzon and an international film festival such as the Knowmad Short Film Festival | Human Rights and Human Dignity Film Festival in Germany since 2021.
He has been a resource speaker for the Creative Industry Bill authored by Representative Christopher ‘Toff’ De Venecia last January 24, 2023.
He became one of the One Young World Ambassadors in the Philippines in 2021 He has worked as a member of the Advisory Council for the Creative Hubs in Southeast Asia under the British Council in 2021. He is also one of the Secretariats for Regional Film Network founded during the pandemic.
Dulin is a recipient of the NoExit Grant for Unpaid Workers by Para Site – Hong Kong in 2021 to pursue his documentary projects in development. He was the Festival Director of Kultura Film Festival, which was launched through the support from Movies that Matter from the Netherlands in 2021. He is also a recipient of the Connections Through Culture Grant- a program of the British Council for Artistic and Creative Endeavors that launched the LensesXCulture: A Creative Documentary Film Lab in the same year. He is also a recipient for the Creative Leadership Conference for Innovators of Change (Geneva).
Aside from organizing- He is currently working as creative and supervising producer for documentary film, Mari Na Mepangngat Kanya Ima, Mepakattu Kan Abaha (Not through the Hand, Carried in the Shoulders), a documentary in progress by Dzana Ashworth for Fulbright-National Geographic Storytelling Fellowship 2023. He is currently producing a documentary short titled, Sketsa na Dagupan (Sketch of Dagupan) by Christian Ramoso for the Montañosa Film Festival and Tim Rone Villanueva’s full-length feature film, Camarera– currently developed under Story Development Grant of the Create PH Films and the Film Development Council of the Philippines.
He has been the Assistant Director for the Cinemalaya 2019 film Children of the River, Casting Manager and Locations Manager for the award-winning film- ‘Cleaners’ by Glenn Barit, also in 2019.
Also, he is currently working with his documentary films: ‘Iti Nalipatan nga Pateng ni Imelda (Imelda’s Forgotten Melody)’, ‘Finding Edison’ and ‘Futu Ana Fuki’ (Compassion and Vaginas). Futu Ana Fuki project was also presented at the Sheffield Doc Fest as part of the Philippine Delegation under the Film Development Council of the Philippines. Finding Edison and Futu ana Fuki is supported by the ParaSite Grant (HongKong) for its research and development stage.
He also is a recipient of the Climate Story Lab for his documentary project I Bannag ta Tangnga na Sinanta Anna Pancit Batil Patung (The River Between Sinanta and Pancit Batil Patung), organized by Active Vista, Dakila PH and Picture People supported by the British Council.
Co-Founder & Coordinator
He is a graduate of Development Communication in the University of the Philippines Los Baños and is currently the External Affair Officer of the Guild for program implementation and film distribution. Currently- the Festival Coordinator of the North Luzon Film Festival and one of the Secretariats for Regional Filmmakers Network.
He is the Festival Program Coordinator of TugueGIRAW Film Festival for the Local Government of Tuguegarao City and the Knowmad Short Film Festival of the Knowmad Institut (Germany). He have also been working as Programming Associate for the Kultura Film Festival- a project supported by the Movies that Matter and the Embassy of the Kingdom of Netherlands in the Philippines since 2021.
He has also worked as one of the Creative Producers for the Film ‘Ana Bikhayr’ (I Am Okay) by Hannah Ragudos. He worked as Location Manager for the Cleaners (2019), Production Designer for Children of the River (2018) and Associate Production Manager (2017).
